Virginia Premier Health Plan Systems Analyst III, Data Governance in Richmond, Virginia


The Systems Analyst III, Data Governance, is a key asset to the Data Governance Manager and collaborates with business stakeholders (internal and external) to manage data as an asset and to ensure trusted quality data. Under the direction of the Data Governance Manager, this role provides back up and secondary leadership to a newly created Data Governance team. This role works closely with the business to serve as a data subject matter expert and acts as a liaison between the various business entities and partners in ITS. The job requires high attention to detail, analytical and communication skills as well as strong domain knowledge of healthcare data, including medical and pharmacy claims, provider data and member data.

The Data Governance Team manages all organization-wide data governance activities and will have responsibility for improving the quality of Virginia Premier Health Plan data and information assets. The Data Governance Analyst will provide support in the evaluation of data requests and crafting data use agreements, identify data quality issues and will work closely with Business and Functional areas to improve the quality and value of core data assets, as well as support the strategic requirements of the department.

Additional responsibilities also include building and maintaining department and project budgeting, metrics building and ITS vendor management.


  • Collaborates with business partners to deliver and measure quality on the enterprise data architecture initiatives across ITS

  • Assists in defining strategic direction as well as implementing major transformational data-related projects.

  • Key contributor on the mission of governing and monetizing critical data assets.

  • Participates in the establishment of a data quality framework necessary to enable reporting, issue identification, remediation and tracking, ultimately ensuring trust and confidence in data across domains

  • Contributes in establishing a process to add, maintain, delete, and archive master data records that includes a process to clearly describe the integration points and hand-offs when a) the control crosses the system boundaries of the data, and b) for existing data, governs decisions concerning data definitions and domains

  • Develops and implements data governance dashboard for communication to monitor and report on data management progress.

  • Serve as a liaison between Business and Functional areas and technology to ensure that data related business requirements for protecting sensitive data are clearly defined, communicated and well understood and considered as part of operational prioritization and planning



  • Bachelor’s Degree (preferred) in Computer Science, Mathematics, Information Systems, or related degree


  • Working knowledge of health care claims systems such as QNXT, Facets, Amisys, or similar systems a plus

  • A broad understanding of the health care field and related processes

  • Ability to establish and articulate a vision, set goals, develop and execute strategies, and track and measure results

  • Ability to build and motivate a team to achieve well communicated expectations

  • Significant skill required to work effectively across internal functional areas in situations where clear parameters may not exist

  • Possess strong interpersonal skills and ability to convey integrity in conducting the health plans business

  • Experience with Master Data Management (MDM) a plus


  • Knowledge of best practices in data quality and protection

  • Knowledge of Data Governance and MDM terminology and best practices

  • Knowledge of data architectures and technology solutions

  • Proven consultancy skills with good experience of change management concepts and strategies

  • Must possess analytical skills to evaluate, understand and interpret data from both internal and client perspective

  • Excellent interpersonal skills and the ability to collaborate with other technical teams, project management, client management and business analysts


  • Physical health sufficient to meet the ergonomic standards and demands of the position
